H.E Dr. Victor Koksharov, Born on August 1, 1964 in Kamensk-Uralsky, Sverdlovsk region. In 1986, he graduated from the history department of the Ural State University named after A. M. Gorky. After graduation, he worked there as an assistant in the USSR history department, secretary of the Komsomol committee, senior lecturer in the department of modern history and theory of international relations. In 1992, he received a candidate of historical sciences degree, defending a dissertation on the topic “The activities of American oil companies in Saudi Arabia (1933-1945)”. In 1995, he was transferred to the Department of External Relations of the Presidium of the Ural Branch of the Russian Academy of Sciences as a chief specialist. Then he was transferred to the administration of the Governor of the Sverdlovsk Region, where he held senior positions in the Information and Analysis Department and the Department of International and Foreign Economic Relations, later reorganized into the Ministry of International and Foreign Economic Relations of the Sverdlovsk Region. Until May 2004, he was the head of the department of this Ministry. In May 2004, he was appointed to the post of Minister of International and Foreign Economic Relations of the Sverdlovsk Region. In 2007-2009, he was the Chairman of the Government of the Sverdlovsk Region. He was appointed to the post of Rector of the Ural Federal University named after the first President of Russia B.N. Yeltsin by order of the Chairman of the Government of the Russian Federation V.V. Putin on April 9, 2010. He is a member of the expert council under the Government of the Russian Federation, a member of the Russian International Affairs Council, co-chairman of the Association of Leading Universities of Russia, chairman of the council of rectors of the Sverdlovsk region, chairman of the audit commission of the Association of Socio-Economic Universities of Russia, a member of the Association of Technical Universities of Russia and China, co-chairman of the association “Consortium of Flagship Universities of the State Corporation Rosatom”, a member of the forum of rectors of the University of the Arctic, a member of the organizing committee of the forum “Dialogue Russia – Republic of Korea” in 2013.
